I think the pendulum swing's according to the demographics of society. For instance, the older we get the more Conservative we tend to become (IMHO amonst others). At some point that imbalance will inevitably correct itself, and the swing is reversed. A billionaire is no different, they milk the magic dragon until it has no choice but to bite. The irony is, they did it legally. Society/people both blame's the poor and feeds off them, billionaire's are people too; if we want them to change, we all have to change. When gambling was illegal, no-one was forced to say "gamble responsibly" and society didn't have to pay for a clinic.

In England we did it by accident, brexit has caused the balance of power to swing in favour of the worker's; if you're a HGV driver you can, almost, write your own ticket and with a dearth of EU worker's to bring in the crops, and save lives via the NHS. The wealthy may even learn the value of money, and eventually the reason for taxes; hopefully enough of them to make a difference. 🤞 Building wall's has it's consequences, we could all learn from that... That's why we need a God/Karma; to put the fear of god/karma, into the idiot's the don't understand why it's better to be nice to the people that help you too live.
