Oh well, one can also laugh at the Norway/Sweden confusion on the buxom "prize." She's shown in the colors of the Swedish flag, but it is Norway (red, blue, and white) which gives the peace prize, handed out in Oslo.

Yes.

Because it can provoke emotion, and maybe thought, e.g. is the small person just a golf caddy or does he represent the common man or maybe something other? And what are tiny scales and the giant golf club about?

Maybe the disgust is like a narrative hook to take the viewer towards some larger theme.

I'm thinking that perhaps the little man who is supporting the fat man who values golf above justice should have his head tucked in somewhere out of sight.
