      Don't think incitement carries the "Trojan horse" connotation. Anyone can incite  and it is not necessarily done in a covert way.

      I'm the moron here as English is not my primary language but I know "incite" too and I have to agree with geordief - I guess I was looking for something which wasn't there.

      It all depends on context, I suppose. Both incite/provoke can be used to convey the meaning you want, provided they are used in the correct context.
