The statement is a little confusing. I believe its intent was to consider only those values of X which have a probability greater than zero. Simple example: X has 3 values 0,1,-1. f(-1)=1/4, f(0)=1/2, and f(1)= 1/4. g(-1)=0, g(0)=1, g(1)=2. Then E(g(X))=1.
