You're wrong even with your example. If you dilute 1 gram of substance with 1 million grams of water you won't have 1 ppm (by mass), but less 1/1,000,001.. You need to dilute with 999,999 to have right proportions. Similarly if you dilute m1=1000 grams with m2=1,000,000 grams, m1+m2=1,001,000 grams. m1/(m1+m2) - concentration of first substance, m2/(m1+m2) - concentration of 2nd substance. If you're calculating concentration by using m1/m2, you would not even pass exam in our high school. Your depiction how science works is flawed. There is no physics theory without math equations allowing to calculate and predict future/past.

Inability of calculation doesn't guarantee something is true or false. It's lack of data to calculate/measure. This is similar problem as with flying in airplane without windows with constant velocity (assuming no sound of engines etc) (so we don't have acceleration). What speed it has?
