Cruise Ship passport.

The keyword is an "international travel". If the cruise ship is not traveling internationally but locally, a passport is not needed.

Some countries accept regular id, and passport is not needed.

e.g. if you have EU citizenship (any EU country citizenship), you can travel entire Europe, without passport.

In my (very limited) experience, if you wanted to get on or off the ship, you needed a passport.
What would another document achieve?
