How is this done?

Interesting 'photo' in a recent German magazine about European centres.

Any ideas on how the trick works?

Possibly photo mods.

Otherwise, steel connecting from the "stick" held in each man's hand through their sleeves, down their side to a flat plate they sit on.

Unlikely.

This is a very old trick it's done using a heavy, iron base for proper support and stiff steel constructions to support the people. Just imagine a sturdy piece of steel running from the heavy base, through the bottom guys arm and further up to the top guy. It's simple and crude but effective.
