You would get an unholy mess of different things.

Even if he would pass chlorine through methane, he would get "unholy mess of different things", CH3Cl, CH2Cl2, CHCl3, CCl4...

Better to use Sodium Hydroxide solution, then bubble the chlorine in. Weigh the solution of Hydroxide and keep an eye on the weight as you bubble the chlorine, aim for no more than 20% increase, then add the Acetone.

 

That is a very short description, i dont recommend it and dont try and chlorinate Acetone directly.

the easiest solution to this question is to burn all the algae of the entire gulf coast with a flammable material such as oil and say it was a mistake.

You have to make strong basic conditions to remove alpha H (acidic) from acetone and this will give you Chloroform .
