Can cell phone jammers be legalized?

What do you think about possibility to legalize short range cell phone jammers which could be used for security purposes (electronic bug jamming)? Government could certify such devices making sure they work on very short range and unlikely creating threat to other people.

How exactly?

Interfere with emergency calls, standard phone time you paid for, navigation, etc.

 

The problem with jammers, is that unlike static methods, there is little that limits where they can be set up.

 

Starbucks would notice a surprise paint job, but not a jammer sitting outside in someone's car(or discretely placed inside).
