Yes, of a sort. I've seen videos. Pouring supercooled water, forming thin icicles.

About a week ago, the snow fallen at my location was in the shape of individual rods or needles of about 2mm long and 0.2 mm diameter. Never seen that before.

Yeah, I went and looked at those. Kind of along the same lines.

 

Have no idea why but the idea caught my imagination.
