if we pay bills for telephone & TV channels, why not for radio?

Radio is also communication device like telephone & TV.

Are you asking about TV licences?

 

If so, not every country has a TV licence.

We have bill for radio.

$1.79 per month, or $19.34 per year.
But nobody pays it.. ;)

In the US, traditional broadcast media is paid for with advertisements. The networks can't charge for them. That's the arrangement for the networks to use those bands of the spectrum. Satellite radio/video requires payment, as does anything hooked up with a cable.
