Any country's procedure is fine really.

Like what if there's a major budget issue or someone declares war.

Only Parliament is dissolved, not the Government.

Government Ministers etc remain in place though they are no longer MPs.

Yes. The machinery of state needs to keep running.

They would generally recall parliament if needed in any significant arising urgency.
