Is possible to make any of the 4 fundamental forces weaker or go to 0 in any situation?

Gravity and e-m forces can be made 0 in isolation.  Place object halfway in between attractions of equal strength.  Also neutral things don't experience e-m.

You can shield E&M fields

This is not so simple that such a blanket statement applies. Neutrons, for example, have a magnetic moment. You can induce dipole moments in neutral atoms.

But in case of Gravity, it's not possible to make gravitational force 0 when speaking mathematically. They can be made negligible but not 0 as that would need you to take the object to an infinite distance. Hope it helps you

Strong nuclear force goes to zero when distances become very small (asymptotic freedom); electromagnetic forces go to zero at very large distances (inverse-square-of-distance for electrostatic forces, and inverse-of-distance for radiation).

I'm not sure that's what you're looking for though. You may be asking about something like shielding.

EM can be shielded, as Swansont said.

Strong force cannot be shielded at any distance range where it's sizeable, due to its complicated polarity.

Gravity cannot be shielded either, due to not having any polarity at all.

Weak force is not at all about shielding. It's a very different kind of force having to do with decay (plus neutrinos cannot be efficiently shielded).
