A different government might (a very remote might) be willing to join the EU by that date. The EU would have zero interest in accepting them.

They'd probably have issues with all of the entry requirements on things like corruption. 2022 entry would require the process to be well underway by 2017 as it takes about 5 years. That's now about a year away...
