I tried to send a PM to two different people in a row. The second PM failed with the following message:

When did you send the first one? A few minutes earlier?

 

A guess is that it's an anti-spamming measure. If it wasn't in place you'd have people creating accounts and spamming the entire community with PMs trying to sell you v-one-agra or c-one-alis.

Thanks, that makes sense. Yes, the PMs were sent within a couple of minutes of each other. Looks like it made me wait about 10 minutes or so to send the second.

10 minutes seems like a high threshold, though I guess private messaging is not used much?

I just checked when I sent the first PM this morning and it was at 09:03 AM, so yes it made me wait 10 minutes to send the second PM.

Yep. We occasionally have spammers sign up and send out three hundred spam PMs.

 

I just set the limit to a PM every minute for members with more than 30 posts, since it most spammers are nuked before they hit that point.
