Does it imply an infinite dielectric strength, an infinite dielectric permittivity or neither?

I suggest its insulating properties still can't be literally infinite, what are more realistic limits of that stuff?

No, it is not infinite just much lower than normal matter even superconductors do not actually have zero resistance, it is just EXTREMELY small. You can test this by running a AC current instead of DC current into a superconductor.
