I noticed this morning when I was shaving, and inevitable cut myself, that it took an extreemly long period of time to clot. Is it harder to stop external blood flow from your facial region? Why is this?

Capillary pressure is greater in the face.

Yea, i've noticed the same thing. When I pick zits and they bleed, they bleed for like god damn 10 minutes. However when I prick myself or cut myself, it bleeds for a very short period of time.
