I was waiting for someone in a park and saw this bird. Its neck is full of black and white dots. What is this bird?

Looks like a type of Dove. 

I'm not familiar with the species though, Google should help. Doves of...where ever you are at.

Spotted dove.  Indigenous to S/SE Asia, but I've seen them on the west coast of the US where they have spread to.  They are seen where common pigeons are seen, in cities.  They like it warm, so I haven't seen them in Oregon, where I lived for several years, but did spot a couple in a downtown park in Sacramento.
