Why is the wall/services required tendering in government sector? What is this question trying to ask?

Honestly, I can't understand what it is trying to ask me.

I am learning engineering professional practice. I am studying this chapter(link above). What is the question trying to ask to  me? Can you tell me about that? I have a book about it as well but I can't find what keyword I think I should search..
