Reason being of course is that over smaller scales, gravity decouples us from the larger scale expansion rates, and on even smaller scales [such as planets, stars, you and me] the EMF's and strong and weak nuclear forces overcome expansion.

By launching do you mean the launching movement through space is what causes the desynchronisation?

The changing speed and gravitational potential would result in a continually changing frequency that would differ from the ground clock before it settled into the orbit where the frequencies are equal.
