Is it possible to design a Road traffic signal animated gif which works in the following way?

Green signal : 2 seconds to start, remains for 30 seconds.

Orange signal : 2 seconds to start, remains for 5 seconds.

Red signal : 2 seconds to start, remains for 30 seconds.
