Can forces be thought of as being either 'Static' or 'Active' forces

Force fields don't exist as such.

There is no force unless it is being exerted.

Take, for instance, the (empty) point one metre above my head, and the Earth's gravitational field.

What force do you calculate the field is exerting at that point?

Static implies no motion. So when this terminology is used, it refers to forces, such as the normal force and tension, in a system with no motion in it.

Dynamic (or possibly "active") forces imply there is motion involved.
