Two conical opposite sign charged bodies are placed in a hollow circular cylindrical charged body where they experience a one directional force at all points.
What physics law will it be violating?

If you're issuing patent to office you should have ready device showing how it works in practice.

So? Do you have device? Did you tested it? Show on YouTube video for instance..

 

IMHO you don't even did research with electroscope..

You would see that "stationary charges" are stationary in very specific moments.
