Anyway, within the standard model of particle physics there is no mechanism for all particles to decay into photons. For one, we have several conservation laws to take into account.

However, if you had some antimatter, you could convert that and its corresponding matter into photons.

Indeed, so you could manufacture anti-atoms and bring them close to atoms. That would be the best answer to the opening question.
