I am an from Germany and will like to apply for a scholarship in Gambling state university. I left high school in 2005 and i have gotten a series of certifications during this period. I have Cisco certified Network Associate, Cisco certified network Professional, Microsoft Certified IT Professional, and Linux Red Hat Certified engineer. I wish to apply for Computer science. Please i need advice on how i can write my application letter to the University. Thanks for your reply.

That would depend entirely upon what scholarship you're trying to get. Have a look through the university's web site and pick the scholarships best suited to you. The types of people and situations they are designed for will dictate how you should approach your application.

Since you know the specific university you're going to, you probably should contact their financial aid office. That is after all what they are paid for (for the financial aid aspects). However financial aid and getting into the college are two separate things.
