2000lb bombs

I watched 60 Minutes on Sunday and they showed a factory building 2000lb dumb bombs. What I was curious about was why did they fill them with concrete? I saw them pour concrete in the 9 foot hollow shells stood up on end. What is the physics or common sense logic behind this? Why not BBs or scrap metal?

Perhaps it relates to force of impact; much greater with concrete.

For the cost you'd think it would be better for the economy if we dropped Chryslers on them right off the assembly line.

why use scrap metal(which can still be quite usefull and recycled) when you could fill them with dirt?

I mean, concrete costs money so why not fill em with dirt and maybe some water, or maybe just rocks with mud?
