How do you make Stannous Sulphate?

I know one way is by cell diaphragm electrolysis, and another is by chemical displacement of stannous chloride, though gives a high level of impurities. Are there any other better ways?

Dissolve tin in moderate strength sulfuric acid and keep air out, or you'll make some stannic ions Sn(IV) out of your stannous Sn(II) ions. It probably needs excess acid around to be stable in solution.
