I am wondering can you make a chlorate by electrolysis of the hypochlorite.

Actually, you don't need the hypochlorite. You can just use the chloride (aka sodium chloride, table salt). Place two platinum electrodes inside a cup of salt water and apply electricity. Hydrogen will come off the negative electrode.

I was juke wondering if the hypochlorite would work because it would not make chloride thus making the purification step easier.

well unless you plan on doing Gallons of this you will only end up with at best a few grams per liter!

in fact the Strongest Possible NaOCl soln is a mere 12%.

The chloride is not formed. You put the chloride in to get the chlorate. The electrolysis converts the chloride to the chlorate. If I remember correctly, the reaction is: 3H2O + NaCl --> 3H2 + NaClO3.

and don`t forget to add a little Potassium dichromate to stop back reduction.
