Physically it's possible, because all you have to do is not break the water's surface tension. So, if you're light like a water glider or "jesus" lizard, it's easy. Humans are far too heavy to do this, however. I fail to see how controlling your breathing would change this.

 

What I think happens with this yogis, is that their meditation creates a psychological effect. I used to do this trick also when I was younger that would help me sleep. I would try to focus my mind in a certain way to feel like my bed was resting on a column, and then stretch the column up in the air. Obviously, my bed was still safely on the ground, by the effect of my concentration was so great, that physically, I felt like I might really have been floating. My stomach got that roller coaster feeling went you move vertical distances quickly.

 

I'm sure for a yogi, whose life work is meditation, then they can train themselves so this psychological effect is very powerful indeed. In the end, yoga is all about mastery over the mind and breathing.
