what is the condition for a matrix to be linearly dependent or independent

 

That statement doesn't really make sense and needs some kind of clarification. Do you mean the vectors forming the columns/rows of the matrix?

Now I'm sober and it's not the middle of the night, I think it's safe to say:

It's for finding whether a set of equations are linear dependent.
