Can time exist as a particle ? Or can a particle give rise to time ?

That's not consistent with current theory, nor am I aware of any evidence to support the idea.

Has this idea been proposed by any scientist throughout history ?

That I am aware of Star Trek the Chroniton.

Star Trek Time Particle

Planck Time can sorta be considered like this but not really a particle like the photon that is Quantized light but it is Quantized time.

The question was whether it was proposed by any scientist, not whether it's part of a science fiction (emphasis on fiction) story line.

Alright then the tachyon is the closest thing to that it moves backward through time Tachyon Wiki, but still not a "Time Particle", which usually means certain problems for any theory with them, tachyons that is, but I guess there is the  Chronon.
