Well, it certainly doesn't make much sense. It seems to be one of those bits of made-up nonsense that gives psychology a bad name. I don't know if has been debunked, but I think it has been much criticised. The Wikipedia article has some info:

As per his evaluation of needs self-actualization was at the top of the pyramid, and I give some weightage to that ....
