Could it be possible that black holes are converting matter into dark matter? Maybe the conversion creates a type of dark energy jet as a byproduct?

Dark matter and dark energy are completely different phenomena, the only reason they're both referred to as "dark" is because they're not yet fully understood.

There is no evidence that is the case. The proportion of dark matter appears to be constant and has been present since before stars and black holes existed.
