Arkbetae
(I wasn't sure if I should put this in Engineering or Physics) What is the strongest commercially available electromagnet that I can buy (or build)?
swansont
What's your budget? There's one in here that says it will lift up to 900 tons (though they're advertising the 25 ton version) http://www.alibaba.com/showroom/magnet-crane.html
Enthalpy
Besides superconductors, electromagnets are limited to the saturation induction of the core, about 2.1T with plain soft iron. Only the size limits the force, but there is no hard limit on the size but your budget, as Swansont pointed out. Electricity consumption and cooling aren't a huge issue.
