Time express as matter-change speculation

I want to clarify that time is just a measure or a meter. Because it seems to me that it only measures the amount of change.

 

 

But of course it doesn't. If you had a sample of some Rubidium-87, it would take almost 50 billion years for half of them to change, while if you had an equal number of Nitrogen-16 atoms, it would take ~7 seconds for half of them to change.
