Negative Potentials in Potentiastats?

What does it mean for a potentiastat to apply a negative voltage between the reference and the working electrode? I know the voltage is changed by current injection at the counter electrode. Please explain

I'm being told that positive volts means oxidization and negative for reduction. how exactly does this ork then?
