And less money would be going into those countries, their economy would kinda plummet.... could they still afford terrorism?

 

Terrorism is generally a lot cheaper than conventional war.

 

What might reduce terrorism is if the repressive regimes that have backed it were to be overthrown or forced to make radical reforms because of economic problems related to a decline in oil revenues.
