No, I'm not saying that. Travelling at any speed slows down time, but travelling extremely quickly or quicker, it slows down time.

I'm not differing it from the theory of relativity, just explaining the theory of relativity.

Then you have something closer to an interpretation or an analogy. To really understand any concept you need to work with the mathematical descriptions; in this case CTCs.
