Black hole like simulation in a particle accelerator?

Is it possible to create super-density like a black hole or neutron star in a particle accelerator for even an iota of time like a femtosecond?

 

And what are its long term implications?

Achieving sufficiently high energy and density, I suppose. A lot of analysis was done when the LHC was built (mainly in response to fear mongering, I think, rather than because it was thought a likely possibility).
