Gosh darn it, I'm retarded. It was supposed to be "no greater than 0.33" ... not "larger than .34."

 

As long as U is smaller than 1/3... then

I think you were right the first time. If 1 < 3U then U > 1/3.

 

If U < 1/3, then 1>3U.
