no. 1: which is easier to rotate between two dumb bell of the same mass with greater and lesser distance from the axis of rotation?

no.2: if you walk along the top of a fence or a narrow wooden bench, why would extending your arms out help you to balance?

I do not understand #1 but # 2 is center of gravity being affected

yes but, supposedly the environment is constant, [meaning there is no physical inequalities or disturbance; like no wind blowing, the body's weight is evenly distributed, the person is walking in a perfect straight line, the center of gravity is also at the vertex (of symmetry) of the head], and the center of gravitational pull is evenly distributed, why is it easier to have an extended arm or a pole to balance while walking.

the first question simply asks which of the two dumb bells would require less force. This question is very simple so u can disregard this............
