Does brakes apply to Newton's law?

Yep, brakes employ centrifugal (rotational) force and center of Gravity is central to that equation.:)

(In the link above, a few paragraphs in you come to the subjects of velocity and acceleration and, I'd think, momentum, all of which amount to the entirety of the

braking equation when coupled with gravitational forces.)
