someone showed a picture of a bug they drew using computer software they said it was a spider 1/2 inch with legs, round, the blue ring was neon, legs evenly spaced, so what do you think this could be

First thing that I thought was that it is a highly-stylised virus. To be honest though, does this really fit here? I don't think there are any creatures with a neon ring in their body :P

There are certainly creatures that glow like neon lighting. For example the fish called a Neon Tetra.
