ASTM D 1726-03 Hydrolyzable Chloride Test

There is an ASTM test for hydrolyzable chloride involving dissolving sample in 45.0 mL of 0.1N KOH (MeOH), reflux, add phenolphthalein indicator, titrate with 0.1 N HCl (aq). The equation is

 

(V-B)(N)(3.55 g Cl/eq)/(W)

 

The volume of the sample titrated is invariable LESS than the blank. I am getting some strange results here. Does anyone have any information/suggestions/ideas? Sure would appreciate the input. Thanks!
