nobody?? please help me

If you add lots of HCl and boil it then you will slowly get rid of the nitrate as a mixture of things like nitrosyl chloride and chlorine.

It would take a while and be messy.

If you add a base like sodium hydroxide you will precipitate the Tm as Tm(OH)3.

You can filter that off, wash it with water, and dissolve it in HCl to get a solution of TmCl3.
