Might light not be stationary and it is only the progress of time that gives it the impression of moving?

 

A stationary rest frame for light does not exist. There are relativistic arguments for this.

electric & magnetic fields oscillate so it's got a frequency.

The problem with aether is that it is supposed to be some sort of particle. EM fields are simply a force not a particle so therefore all of space is an EM field that can be warped by mass such as the earth. By my theory it's not the earth that creates the EM field it simply warps the EM field that already exists.
