what are induced electric fields? how can they be produce?

how are magnetic fields and electric fields related to each other?

Charges will move because of an external electric field. The field from that rearrangement is the induced field.

 

Magnetic fields arise from the motion of charges, or from looking at charges in a moving reference frame. Electric and magnetic fields are related through Maxwell's equations.
