How can the speed of light be constant when one of its factors - time -( per second) is not ?

Because the other parameter (distance) varies exactly in proportion to the variation of time.

 

As ytou accelerate, or enter a gravitiational field, Space rotates into time and Time rotates into space.

 

As we are stuck to viewing things in 3 dimensions, we see that the length contracts and Time seems to be slowed down. But it does so in an exact mathematical proportion.
