This discussion is presented for the active scientific imagination. Back in the 1950's before particles accelerators changed the focus of physics, this type of thinking was more in line with the theory of the times. There were fewer variable to consider making it seem more possible.

 

Here is the scenario, say we found some type of futuristic technology that could generate the four forces of nature, to any level, and could allow whatever input or output energy needed. What type of basic conditions would be required to make new atoms like bi-centenium with 200 protons?

 

With this technology, one is not limited to all the natural limits of nature. For example, a dog may only be able to run 35MPH. But if we have a machine that is a rubber band sling shot, we can get him up to 60MPH. We sort of have exceeded the natural limit of the dog with our technology.

 

For one thing, to remain stable we will need to get rid of energy. If we have too much energy around, this will keep breaking bi-centenium. We need the energy for the endothermic nuke bonding, but after that, it is sort of counter productive. Gravitational pressure could be handy, since we can contain particles that try to escape.

 

The nuke force and the proton repulsion could be a big concern. If we could convert the EM force into nuke force, this would help. An electron enterring the nucleus sort of does this, but would form bi-centenium eve.

 

Maybe we need to approach this from another angle. Why not start with neutron density? All we now need to do is get half the electrons back. Again, we have a machine from the future to generate what we need. If there were no practical limitations, how could it be done?
