I have heard of several chemicals that have the same affect as LN, which "freeze" gum so you can scrape it off. There's a darwin award about it. ;)

No, it wouldn't.

 

Unless you emptied a large tank of it all over the pavement.

he`s quite right, LN would NOT have that effect at all, it would boil off in a few minutes, maybe form a few local ice crystals from air moisture, but in no way would it freeze the volumes of water needed to create the effects you described.
